Council Meetings
Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.
Planning and Zoning
Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.
Woodsboro Planning & Zoning Meetings are held on the first Monday of the month as needed at 6:00 PM at the meeting room behind St. Johns Church, 8. N. Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss. If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

May 9, 2017
The Woodsboro Town Council met today at 7:00 PM in the Town Hall with the following members present:
Burgess Smith and Commissioners Rittelmeyer, Spruill, Kellar and Piechowski.
There was no guest and two residents in attendance.
Burgess Smith called the meeting to order and led everyone in the Pledge of Allegiance.
After review of the February 2017 minutes, a motion to accept them with one correction passed 4-0.
After review of the February 2017 financials, a motion to accept them as presented passed 4 – 0.
After review of the March 2017 financials, a motion to accept them as presented passed 4 – 0.
After review of the April 2017 financials, a motion to accept them as presented passed 4 – 0.
Burgess Smith reported he spoke with Kercher Engineering and they will prepare a list of what to do with the streets in town.
Commissioner Spruill inquired on the radar sign. He was informed it was not ordered yet. Mary will order it.
Commissioner Rittelmeyer reported the aeration system is installed in the pond, he does not have any dates on POS funds yet and he submitted for funds to get the Rec Council a new batting cage. A suggested area for the batting cage is near the tennis courts.
Commissioner Spruill inquired on the lights at Platinum Auto, 609 S. Main Street. He was informed they have been adjusted.
Commissioner Piechowski inquired on an email from Delegate Afzali on grant monies. Commissioner Rittelmeyer informed him the town has participated in that program in the past and if there was a project he had in mind to let him know. Ideas were discussed.
Commissioner Kellar reported the 30% design plan has been signed, returned and things are moving forward.
Burgess Smith presented the FY18 Budget for the General Fund and the Water and Sewer Fund. He reported property taxes and water and sewer rates will not be increased. A brief discussion was held. Commissioner Spruill made a motion to move the funds from line items, 5403, 5404, 5405 and 5407 into a Capital Project fund to begin repairs on streets in FY17. He revised his motion to say, anything left in those funds will be moved to a Capital Project fund, capped at the amount of the surplus. The motion passed 4 – 0.
Resident Heather Johnson opened discussion on the steel plate at the end of Scarlet Oak Court, installed for the Lancaster project. She reported it has been there for weeks and has a lot of sharp edges. Burgess Smith will look at it.
Commissioner Rittelmeyer inquired on the tap fees collected from the Lancaster development and Burgess Smith informed him they will go into a Capital Improvement Fund.
There being no further business, a motion to adjourn was passed 4 – 0
