Council Meetings

Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.

Planning and Zoning

Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.

Woodsboro Planning & Zoning Meetings are held on the first Monday of the month as needed at 6:00 PM at the meeting room behind St. Johns Church, 8. N. Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss.  If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

Town Council Meeting Minutes

Woodsboro, Maryland
January 10, 2017

The Woodsboro Town Council met today at 7:00 PM in the Town Hall with the following members present:

Burgess Smith and Commissioners Rittelmeyer, Spruill, Kellar and Piechowski.

There was one guest and two residents in attendance.

Burgess Smith called the meeting to order and led everyone in the Pledge of Allegiance.

After review of the December 2016 minutes, a motion to accept them with one correction passed 4-0.

After review of the December 2016 financials, a motion to accept them as presented passed 4 – 0.

Commissioner Rittelmeyer opened discussion repairing the drain pipe in the park pond. After a brief discussion, employee Adam Carr agreed to look into how it can best be repaired.

Commissioner Piechowski opened a brief discussion on the sewer leak that occurred in October 2016.

Commissioner Spruill opened discussion on the radar sign research. After discussion it was decided that Commissioner Piechowski would research them further and report back.

Commissioner Spruill reported on car thefts that are taking place around town.

Commissioner Kellar reported on a recent Planning and Zoning meeting. Items discussed was the Boyer property sub-division. Approval is contingent upon some clarification of verbiage on the plans. Rick Beall who recently purchased a lot on N Second St would like to sub-divide the lot and build a duplex. Copper Oaks II presented their plans and fees due by the developer was discussed. And Platinum Auto, 609 S Main St, wants to build a new building.

Commissioner Kellar reported meeting with a gentleman from Walkersville that does their website. Burgess Smith suggested he attend a meeting. Commissioner Rittelmeyer will contact him.

Commissioner Spruill informed the Council of a Facebook page, “Living in Woodsboro”.

Commissioner Kellar opened discussion on the Comus quarry. He reported what began as a newspaper item is now a town item. He believes it is a hazard to our water resource. Commissioner Piechowski will contact the County to inquire on whether it is a hazard to the town’s water resources.

Commissioner Kellar opened discussion on the Israel Creek conceptual design plan from SHA. After review and discussion it was decided to change the foot bridge verbiage. SHA will send Commissioner Kellar the original. It was then decided to have the town attorney review it before signing.

Commissioner Spruill reported that the new owners of the old Dorsey property at 100 N. Second St. have installed a parking area and left a mess on the road.

Commissioner Kellar reported that a member on the Planning and Zoning committee is not showing up and alternate is. After discussion it was decided that Commissioner Kellar contact the member to see if he would be the alternate and the alternate would become the full time member.

Commissioner Piechowski reported on a group that organizes water emergency correspondence that is having a meeting and thought we should send the town’s water and sewer operator. Burgess Smith informed him that we go through a program with Frederick County.

Resident Jason Boyer was in attendance and asked for a partial reimbursement on the fee that he paid for his sub-division. He indicated he was charged a large amount of money for a simple sub-division. Burgess Smith informed him the town needs to receive all invoices from the town’s Zoning Administrator to see what her cost were first.

There being no further business, a motion to adjourn was passed 4 – 0.
