Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.

Planning and Zoning

Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.

Woodsboro Planning & Zoning Meetings are held on the first Monday of the month as needed at 6:00 PM at the meeting room behind St. Johns Church, 8. N. Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss.  If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

Town Council Meeting Minutes

Woodsboro, Maryland
February 14, 2017

The Woodsboro Town Council met today at 7:00 PM in the Town Hall with the following members present:

Burgess Smith and Commissioners Rittelmeyer, Kellar and Piechowski. Arriving late was Commissioner Spruill.

There was one guest and four residents in attendance.

Burgess Smith called the meeting to order and led everyone in the Pledge of Allegiance.

After review of the January 2017 minutes, a motion to accept them as presented passed 3-0.

After review of the January 2017 financials, a motion to accept them as presented passed 4 – 0.

The first line of business was discussion on purchasing a radar sign. Commissioner Piechowski provided a handout showing different models and pricing. After a brief discussion it was decided to purchase the Radar Sign TC-400B. A motion to purchase the Radar Sign TC-400B with accessories passed 4 – 0.

Burgess Smith reported that Mr. Shoemaker can repair the drain pipe from S. Main Street to S. Second Street for $45,000 and the overflow pipe in the park for $4,000. A motion to accept the $45,000 proposal passed 4 – 0. Discussion was held on pond pipe and a motion to have Mr. Shoemaker fix it for $4,000 passed 4 – 0.

Commissioner Rittelmeyer opened discussion on a cable that goes across the access road to the well house in the park. He noted the cable is to be up and locked at all times and was wondering why it hasn’t been locked. He was informed it was due to a broken post that needs fixed. He also asked when the fence at well house #3 was going to be fixed and he was informed it was recently done.

Commissioner Piechowski had nothing to report.

Commissioner Spruill inquired on the streets report recently provided. Burgess Smith indicated he prefers to discuss it at another meeting.

Commissioner Kellar provided a handout on the town’s lighting code. Platinum Auto on S. Main Street is in violation of the code with two lights that are near Main Street. Commissioner Kellar would like to make their new building contingent upon fixing these lights. Burgess Smith suggested sending them a copy of the code informing them of this. Commissioner Kellar will contact the town’s Zoning Administrator to send the letter.

Commissioner Kellar reported he knows a qualified operator for our water and wastewater operation should bidding open up.

Commissioner Kellar opened discussion on the Israel Creek project informing the Council of a last minute change. He reported that SHA has a ROW along Rt. 550 and between Rt. 194 and the park. SHA would like to plant trees in these ROW’s. They also would like to move a section of the walking path to put in a SWM pond and a SWM pond on the sled riding hill side of the park. All agreed the walking path must stay where it is. That SWM pond is acceptable in the loop as long as it can be maintained. All Council members was okay with the other SWM pond on the sled riding hill side of the park. The Council was not in agreeance with trees being planted along Rt. 550 due to safety issues and would like to see 25 foot of open space between the road to the well house and Rt. 194 where they wish to plant.

Resident Donald Trimmer inquired on when the aerator would be installed in the pond. He was informed in the Spring of the year.

Resident Jason Boyer inquired on the invoices from Zoning Administrator Susan Hauver. This is to see what expenses was incurred for his sub-division. He was informed they have not been received yet.

Rick Beall was in attendance to discuss a property he recently purchased on N. Second Street. He presented pictures of what he would like to construct and questioned the sidewalk, curb and gutter that he is responsible for installing. After a brief discussion it was decided he needs to follow Planning and Zoning suggestions. Commissioner Kellar will contact the town’s Zoning Administrator to discuss it with her.

There being no further business, a motion to adjourn was passed 4 – 0.
