Woodsboro, Maryland
November 28, 2016
The regular scheduled Workshop Meeting of the Woodsboro Town Council was held today at the Town Hall with the following members present:
Burgess Smith, Commissioners Rittelmeyer, Spruill, Kellar and Piechowski.
There was five residents and no guest in attendance.
Burgess Smith called the meeting to order and led everyone in the Pledge of Allegiance.
After review of the October 2016 minutes, a motion to accept them as presented was passed 4 – 0.
Commissioner Rittelmeyer reported the skating pond pipe has fallen over. Mary informed him the maintenance men have already fixed it. He also provided pictures of the overflow pipe in the pond that needs repaired. He contacted a pipe lining company in reference to this project. Burgess Smith asked Commissioner Rittelmeyer to get additional information and pricing.
Commissioner Piechowski inquired on the sewage back up on Main Street. Burgess Smith informed him it has been reported to our insurance company.
Commissioner Piechowski also reported the YMCA is looking for a facility in the Northern part of the county and he thought the Fire Department Complex on Coppermine Rd. would be a good location.
Commissioner Rittelmeyer inquired on whether bids were being obtained to replace the fence around Well 3. He was informed Marc is working on it.
Commissioner Spruill inquired on speed cameras. Discussion will take place at a later meeting.
Commissioner Kellar opened discussion on the Fire Department selling their complex on Coppermine Road. He reported calling the town’s zoning administrator to inquire on whether a YMCA could be in R-1zoning and she informed him it could.
Commissioner Kellar reported the town’s legal review only had a few clerical corrections on the MOU. Commissioner Spruill opened discussion on a few changes. A motion to accept the MOU as amended by Mr. Clapp and the Council passed 4 – 0.
Burgess Smith opened discussion on the street survey recently completed. The survey company is willing to attend a meeting to review it with the Council. It was suggested they attend the January Town meeting to present their study.
Resident Kurt Weinrich was in attendance to discuss upgrading baseball field 2. It could be used for Tee Ball up to Legion Baseball. Mr. Weinrich discussed the backstop and baseline distances and the height of the baseline and outfield fence. After discussion, the council felt it did not look favorable. The Council declined the upgrade for several safety reasons.
There being no further business, a motion to adjourn the meeting passed 4 – 0.
Respectfully submitted,
Mary E. Rice
