Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.

Planning and Zoning

Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.

Woodsboro Planning & Zoning Meetings are held on the first Monday of the month as needed at 6:00 PM at the meeting room behind St. Johns Church, 8. N. Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss.  If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

Town Council Meeting Minutes

Woodsboro, Maryland
November 10, 2015

The Woodsboro Town Council met today at 7:00 PM in the Town Hall with the following members present:

Burgess Smith and Commissioners Rittelmeyer, Kellar and Piechowski. Absent from the meeting was Commissioner Spruill.

There was one guest and one resident in attendance.

Burgess Smith called the meeting to order and led everyone in the Pledge of Allegiance.

After review of the October 2015 minutes, a motion to accept them as presented passed 3-0.

A review of CD’s was done. It was noted that two CD’s were renewed and one will mature in January 2016. Commissioner Rittelmeyer suggested renewing it for one year.

Commissioner Rittelmeyer reported receiving a letter from MDP – State Clearing House. He still needs to review it and will report back. He also reported the tennis court project is on their agenda for November 18th meeting.

Commissioner Kellar reported the bricks on Copper Oaks Place have been moved. Burgess Smith informed him the town’s maintenance men are not the ones who moved them.

Burgess Smith reported speaking with the Town of Walkersville who provided him with a contact who handles cell antenna rentals. They are sending him information.

Burgess Smith asked the Council to review the MOU for the Trout property project and be prepared to discuss it at the November Workshop. Burgess Smith highlighted a few areas of concern. A brief discussion on private vs. public streets was held.

After discussion it was decided to move November’s Workshop meeting to November 30th.

 

 

 

Burgess Smith opened discussion on the property at 4 N Main Street. He reported receiving a letter from the neighbor’s attorney in reference to the garbage left in the alley. A certified letter was mailed to the owner of 4 N Main Street along with a copy of that letter via regular mail. To date the owner has not picked up the certified mail. A note was also emailed to the Town’s attorney who responded indicating the town cannot go on the property to remove anything.

Burgess Smith opened discussion on purchasing a skid loader and asked the Council to provide him a spending limit. After discussion a motion was made to spend up to $15,000 for a skid loader. Motion passed 3- 0.

Burgess Smith reported Andy Porter, the town’s Engineer has been corresponding with Lancaster and the project is moving forward.

Commissioner Rittelmeyer inquired on the drain pipe project on Liberty Rd. Burgess Smith informed him he is obtaining bids.

Commissioner Piechowski asked for an update on the well in the park. Burgess Smith reported receiving a very high estimate that only included moving the well house wall and some piping. After discussion, it was decided to obtain other estimates. Burgess Smith will speak with the Water and Sewer Operator. Commissioner Kellar inquired on drilling another well as opposed to trying to break the rock loose. Burgess Smith would like to try removing the rock first. Burgess Smith will research the cost to drill another well and begin communications with MDE to do so.

There being no further business, a motion to adjourn was passed 3 – 0.
