Town Workshop Meeting Minutes

Woodsboro, Maryland
July 27, 2015

The regular scheduled Workshop Meeting of the Woodsboro Town Council was held today at the Town Hall with the following members present:

Commissioners Rittelmeyer, Kellar, Spruill and Piechowski. Absent from the meeting was Burgess Smith

There were no guest or residents in attendance.

Commissioner Rittelmeyer called the meeting to order and led everyone in the Pledge of Allegiance.

After review of the June 2015 minutes, a motion to accept them as presented was passed 3 – 0.

Commissioner Spruill reported he is still working on his presentation.

Commissioner Piechowski reported on the tour around the water and sewer facilities held with Marc Angleberger, Plant Operator. He had concerns about well threes pump being shallow and would like to try to obtain a grant to get it deeper. It was suggested he work with Marc on this. All Council members agreed it should be deeper and that something should be done sooner than later.

Commissioner Kellar reported Planning and Zoning met on July 17th and Verdant Developers was in attendance. The P&Z committee feels there needs to be documents. One would be the MOU and the other would be code and variance changes. He will keep the Council informed. Commissioner Spruill opened discussion on whether single family homes could be built on the property. He remembered it being said at another meeting that they were not allowed. Upon looking it up in the code book it was discovered they are allowed in NMX zoning. Commissioner Rittelmeyer suggested doing a variance to the setback as opposed to a text amendment.

Commissioner Rittelmeyer reported he has sent the second part of the grant funded projects to the State and is working with the electrician on the tennis court lights. He also asked the electrician to install a light at the flag pole that will shine on the flag.

Commissioner Kellar presented the final draft copy of the Code Enforcement Policy and Procedures. It was decided to have it on the next Town meeting agenda for approval.

Commissioner Rittelmeyer inquired on the procedure for employees taking a company truck home and Mary explained it is approval through the Burgess.

Commissioner Rittelmeyer reported Mr. Joel Rensberger would like access to the pavilion 4 to install a new door on the maintenance building that is part of pavilion 4. It was decided that he contact Mary to get the cable opened.

Commissioner Rittelmeyer reported the Woodsboro/New Midway Rec Council has a new Baseball Commissioner, Mr. JR Hiser. He contacted Commissioner Rittelmeyer for permission to install a small (12”x18”) sign in the park to let people know about the Fall Season sign ups. There was no objection with the Council, Commissioner Rittelmeyer will let him know.

There being no further business, a motion to adjourn the meeting passed 4 – 0.

Respectfully submitted,
Mary E. Rice
