The regular scheduled Workshop Meeting of the Woodsboro Town Council was held today at the Town Hall with the following members present:
Burgess Smith, Commissioners Trimmer, Rittelmeyer and Spruill. Absent from the meeting was Commissioner Kellar.
Burgess Smith called the meeting to order and led everyone in the Pledge of Allegiance.
There were three guests in attendance.
The first line of business was the presentation of the FY14 Audit by Linton Shafer Warfield & Garrett, P.A. representatives. It was reported that the town obtained a “clean” opinion which is the highest you can obtain. The Audit was reviewed and all questions answered. A motion to accept the FY14 Audit as presented passed 3 – 0.
The next line of business was a discussion with Delegate Kathy Afzali. Delegate Afzali was in attendance to discuss the welfare of the town with the Council.
After review of the August 2014 minutes, a motion to accept them as presented passed 3 – 0.
After review of the September 2014 minutes, a motion to accept them as presented passed 3 – 0.
Burgess Smith opened discussion on a memo received from the Town Zoning Administrator in reference to a home based business being established in town. After discussion it was decided to have the Zoning Administrator address section 50-300 of the code in the memo as well and then proceed forward with it as written.
Discussion was held on hiring a Code Enforcement Officer and Mary reported receiving one resume to date. It was decided that Mary forward this resume to all Council members for review.
Commissioner Rittelmeyer reported the MML Legislative Dinner will be held in Walkersville this year. He also suggested that if a Council member sign up for the dinner, in which the Town will pay for, and then not attend that the Council member reimburse the town the cost.
Commissioner Trimmer reported the pot holes at the Lutheran Church on Church Alley have been fixed.
Commissioner Trimmer also opened discussion on the old street sweeper still sitting at the WWTP. Discussion on what to do with it was held and Burgess Smith will contact someone with a lowboy to remove it.
Commissioner Trimmer also reported the salt pile at the WWTP needs to get covered to avoid freezing and clumping of the product. Burgess Smith will meet with the maintenance men to have something done.
Commissioner Trimmer also opened discussion on the two small green buildings at the WWTP. He suggested having them torn down. They are not useable and they are an eye sore to the facility. All agreed to tear them down.
Commissioner Rittelmeyer reported Playground Specialist will be in the park on Tuesday, October 28th to begin construction of the new playground.
Commissioner Trimmer opened discussion on a Public Notice ad in the paper referencing the Quarry wanting to close Legore Bridge Road from Rt. 194 to Steiner Smith Road. He thought it would be a good idea for Council members to attend the Public Hearing.
There being no further business the meeting was adjourned.
Respectfully submitted,
Mary E. Rice
