Town Council Meeting Minutes

Woodsboro, Maryland
January 8, 2013

The Woodsboro Town Council met today at 7:00 PM in the Town Hall with the following members present:

Burgess Smith and Commissioners Brakebill, Rittelmeyer, Spruill and Trimmer.

Burgess Smith called the meeting to order and led everyone in the Pledge of Allegiance.

There was no guest or residents in attendance.

After review of the December 2012 minutes, a motion to accept them as presented passed 3 – 0 with Commissioner Spruill abstaining.

After review of the December 2013 financials, a motion to accept them as presented passed 4 – 0.

Commissioners Brakebill and Rittelmeyer had nothing to report for unfinished business.

Commissioner Spruill reported trying to contact Mr. Dan Caywood, President of the Planning and Zoning Committee in reference to appointing an individual for the vacancy on Planning and Zoning. He suggested making one more attempt to make contact and then have the Town Council make the appointment.

Commissioner Trimmer reported the mag meter has been installed and still needs to be calibrated. Mr. Bob Johns of Ferguson will be in to the calibration in the very near future.

Commissioner Trimmer also read an email from Marc Angleberger the water/sewer operator in reference to scraping and painting pipes in the well houses. It was decided that Marc obtain the supplies and the town’s maintenance men do the work.

Commissioner Trimmer also reported on talking to the maintenance men about painting the tables in the pavilions. All Council members agreed the tables should be painted.

Commissioner Trimmer reported on a water leak at Woodsboro Bank that turned out to be their water heater.

Under New Business, Commissioner Brakebill reported he hasn’t forgotten about getting an estimate on curb and gutter through out the town.

Commissioner Brakebill reported he did not have any calls in reference to the recent snow falls. He also mentioned the overlay on Third Street that was done years ago is coming up and that we need to start watching the condition of all the streets in town.

Commissioner Rittelmeyer reported receiving approval for POS funds. He has a meeting set up with Playground Specialist and suggested having the maintenance men spread the playground mulch to save money. A portion of the POS funds is for updating the post in pavilions 2 and 3. A discussion was held on how to proceed with this project. It was decided that Commissioner Rittelmeyer contact Martins Welding to inquire on his assistance. It was also decided not to rent pavilions 2 and 3 until May 1st while repairs are being done.

Commissioner Rittelmeyer also reported the Fields and Meadows grant project should soon be completed.

Commissioner Spruill opened discussion on a recent resident that had their water turned off. He suggested setting a fund up where other residents could assist those having trouble paying their utility bill. Burgess Smith informed him the Town can not get involved with that and they should set something up themselves.

Commissioners Spruill inquired on plans for the upcoming election. He was informed nominations are in April and elections are in May.

Commissioner Trimmer reported the maintenance men cut back trees hanging over the streets to allow the street sweeper to get by. He asked if they should be cutting limbs that hang over the sidewalks and all agreed they should not the homeowners should be doing that.

Burgess Smith presented an email from Mr. Ron Pitts. Mr. Pitts was soliciting a signature for support of the National Guard and Reserve Members. After a brief discussion it was decided not to sign anything.

Burgess Smith opened discussion on a Letter of Credit with Mr. Glenn Eaves, Sr. This letter of credit was for future installation of curb and gutter at his lot on Elizabeth Street. Mr. Eaves would like to provide the town with a certified check instead of a letter of credit. After a brief discussion Commissioner Brakebill suggested he put the curb and gutter in now and be done. Burgess Smith will contact Mr. Eaves with this suggestion.

There being no further business, a motion to adjourn was passed 3 – 0.

Respectfully submitted,
Mary E. Rice
