Council Meetings

Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.

Planning and Zoning

Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.

Woodsboro Planning & Zoning Meetings are held on the first Monday of the month as needed at 6:00 PM at the meeting room behind St. Johns Church, 8. N. Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss.  If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

Meeting Minutes

Woodsboro, Maryland
March 26, 2012

The regular scheduled Workshop Meeting of the Woodsboro Town Council was held on Monday, March 26, 2012 at the Town Hall with the following members present:

Burgess Smith, Commissioners Brakebill, Spruill, Rittelmeyer and Trimmer.

Burgess Smith called the meeting to order.

After review of the February 2012 minutes a motion to approve them as presented passed 4 – 0.

Commissioner Spruill had nothing to report.

Commissioner Brakebill opened discussion on purchasing a line-painting machine for the streets. It was decided to purchase the model with two spray nozzles for $5489.99. Motion passed 4-0.

Commissioner Rittelmeyer reported there is no electric in the pavilions due to a power line being cut by the Rec Council when installing the new scoreboard.

Commissioner Rittelmeyer opened discussion on locking the gate into the park to help prevent vandalism. Discussion was also held on things that could be done to update security in areas of the park.

Commissioner Rittelmeyer opened discussion on insurance for the new scoreboard. The Rec Council feels it would be a good idea to have insurance on it but the cost for them to obtain it is high. Mary had checked with the carrier of the towns plan and found it to be a minimal cost to add the scoreboard to that plan. A motion was made to add the scoreboard to the town’s insurance plan and not pass the cost onto the Rec Council. If the cost goes up the Rec Council will pay the difference. The Rec Council will also be responsible for cost due to vandalism or malfunction. Motion passed 4-0.

Commissioner Rittelmeyer informed the Council that the Rec Council had their field clean up day on April 24th and that Opening Day is April 14, 2012.

Commissioner Rittelmeyer informed the Council he is working on a POS packet for the County. Things that he would like to put in the proposal are wood mulch for the playground by the pavilions and the playground at Copper Oaks Ct. He would also like to install borders at the Copper Oaks playground and around the mulch at the exercise equipment. Discussion was then held on replacing or fixing the beams that are going bad at the pavilions. After discussion it was decided to have Martin’s Welding install six new beams in pavilion one at the cost of $2400. A motion to do so passed 4-0.

Commissioner Trimmer reported the maintenance men are in the process of painting the fire hydrants throughout the Town.

Commissioner Trimmer expressed an interest in attending the MD Rural Water Convention in May. Burgess Smith agreed he should attend.

Burgess Smith reported he would have a draft budget for FY13 at the April Workshop meeting. A brief discussion on budget items was held.

Commissioner Rittelmeyer opened discussion on the sludge hauling contract and the possibility of opening it up for bid again. Burgess Smith will look at the current contract and RFP to see if we can void the current contract and re-bid it.

Commissioner Spruill opened discussion on a construction material pile at 100 South Second Street that he feels needs to be cleaned up. Burgess Smith will evaluate it and send a letter to the property owner.

There being no further business a motion to adjourn the meeting passed 4-0.
