Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.

Planning and Zoning

Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.

Woodsboro Planning & Zoning Meetings are held on the first Monday of the month as needed at 6:00 PM at the meeting room behind St. Johns Church, 8. N. Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss.  If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

Meeting Minutes

Woodsboro, Maryland
February 27, 2012

The regular scheduled Workshop Meeting of the Woodsboro Town Council was held on Monday, February 27, 2012 at the Town Hall with the following members present:

Burgess Smith, Commissioners Brakebill, Spruill, Rittelmeyer and Trimmer.

There was two guests in attendance.

Burgess Smith called the meeting to order.

After review of the October 2011 minutes a motion to approve them as presented passed 4 – 0.

After review of the January 2012 minutes a motion to approve them as presented passed 2 – 0 with Commissioners Brakebill and Spruill abstaining.

Burgess Smith opened discussion on the Budget to Actual report and made some suggestions for the FY13 Budget. He will have a draft FY13 Budget in the next couple months.

Commissioner Spruill opened discussion on a complaint from a resident he received in reference to dogs defecating and urinating on their shrubbery and plants while being walked by their owners. After a brief discussion Burgess Smith suggested determining who the dog owners are and send them letters.

Commissioner Rittelmeyer reported the Rec Council would like to move the location of the scoreboard to the center/left field area of the field. A motion to allow the move was passed 4 – 0.

Commissioner Rittelmeyer opened discussion on a request form the Rec Council. They would like to put filter cloth with a covering on top from the batting cage to the outfield fence with a fence around it that would include a walk through gate. The Rec Council would maintain the area. A motion to allow the Rec Council to proceed forward passed 4 – 0.

Commissioner Rittelmeyer provided handouts on steps that will be installed from field #1 to the concession stand. After discussion, Burgess Smith suggested placing a non slip strip on the steps. Commissioner Rittelmeyer will take the suggestion back to the Rec Council.

Commissioner Rittelmeyer reported receiving a text message from Mr. Kenny Mayne to revise the recyclable toilet with a 200 gallon tank, install the piping to the tank and reinstall blocks removed to place the tank inside. Mr. Mayne will do the work for $1200. Commissioner Rittelmeyer will get with Mr. Mayne to obtain a written proposal to the work. Commissioner Rittelmeyer suggested submitting the work on a POS project and Burgess Smith denied that suggestion and would like to see it done now.

Commissioner Brakebill reported speaking with Mr. Bob DePaola, Public Works Director with the Town of Walkersville in reference to assisting with the crosswalk painting. Mr. DePaola will meet with the Burgess of Walkersville and get back with Commissioner Brakebill.

Commissioner Trimmer opened discussion on the maintenance men painting the fire hydrants in town. After discussion it was decided to have the maintenance men paint them and use a fire engine red color.

Commissioner Rittelmeyer opened discussion on an agenda item from the recent County MML meeting in reference to the new Fire Chief for Frederick County. Walkersville’s Burgess Whitmore suggested the County MML send a letter of opposition to the BOCC. The County MML asked that each Municipality send in one vote to them on the subject. The Woodsboro Council unanimously voted to oppose.

Burgess Smith opened discussion on the Walkersville High School Science National Honor Society picking up and cleaning throughout the Woodsboro Regional Park. This would be done on April 21, 2012 which is Earth Day. All agreed to allow this group to come into the park.

Under Comments from the Public, Mr. Daryl Sensenig of Frederick Septic Company was in attendance to assure all paperwork between him and the town was in proper order.

There being no further business a motion to adjourn the meeting passed 4 – 0.
