Meeting Minutes

Woodsboro, Maryland
April 23, 2012

The regular scheduled Workshop Meeting of the Woodsboro Town Council was held on Monday, April 23, 2012 at the Town Hall with the following members present:

Burgess Smith, Commissioners Brakebill, Spruill, Rittelmeyer and Trimmer.

Burgess Smith called the meeting to order.

After review of the March 2012 minutes a motion to approve them as presented passed 4 – 0.

Commissioner Spruill had nothing to report.

Commissioner Rittelmeyer had nothing to report.

Commissioner Brakebill inquired on whether the machine for painting lines on the streets was purchased yet and was informed that it was.

Commissioner Trimmer had nothing to report.

Burgess Smith opened discussion on the sludge hauling contract. He suggested we send a copy of the contract and RFP to the Town Attorney for review to be sure we can give a 30 day notice. Commissioner Rittelmeyer feels we can give the 30 day notice and have the service re-bid according the RFP. After a brief discussion, it was decided to not contact the attorney and run an ad in the paper soliciting for sludge hauling bids. Bids would be due in the Town Office by noon on May 18th. It was then decided to move the Workshop meeting up one week due to Memorial Day and open the bids at the May 21st Workshop meeting.

Burgess Smith presented a draft copy of the FY13 budget to the Council and a discussion was then held. It was decided on the water and sewer budget to increase the flat fee on sewer to $16 and add a flat fee of $10 onto the water. It was also decided to remove the $20 garbage collection fee from the billing. A motion to add a $10 flat fee to water and increase the flat fee on sewer to $16 was passed 4 – 0.

Commissioner Spruill inquired on the Memorial Day parade details and Burgess Smith informed him the parade is put on by the Woodsboro American Legion and they have the details.

There being no further business a motion to adjourn the meeting passed 4-0.

Respectfully submitted,
Mary E. Rice
