Council Meetings

Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.

Planning and Zoning

Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.

Woodsboro Planning & Zoning Meetings are held on the first Monday of the month as needed at 6:00 PM at the meeting room behind St. Johns Church, 8. N. Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss.  If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

Meeting Minutes

Woodsboro, Maryland
June 20, 2011

The regular scheduled Workshop Meeting of the Woodsboro Town Council was held on Monday, June 20, 2011 at the Town Hall with the following members present:

Burgess Smith, Commissioners Brakebill, Rittelmeyer and Trimmer. Absent from the meeting was Commissioner Spruill.

Burgess Smith called the meeting to order.

Burgess Smith conducting the swearing in of newly elected Commissioner Donald Trimmer.

The May 2011 minutes was reviewed and a motion to accept them as presented passed 3 – 0.

Burgess Smith appointed assignments to the Commissioners. Streets Commissioner will be Scott Brakebill, Parks and Recreation will be Bill Rittelmeyer, Planning and Zoning will be Chris Spruill and Water and Sewer will be Donald Trimmer.

Burgess Smith opened discussion on the FY12 grant projects. It was decided to withdraw from the grant process and Burgess Smith will contact the appropriate people. Motion to do so passed 3 – 0.

Commissioner Trimmer inquired if the RFP’s for sludge hauling and plant operator have been advertised. Burgess Smith informed him a three year bid for sludge hauling was accepted from Frederick Septic and the plant operator bids are due in by June 30th. He also asked if the drain pipe at Trout’s Restaurant had been repaired and he was informed it was.

Commissioner Brakebill reported on delaying a vote for the WRE/MGE until the two new Commissioners had a chance to review it. He emailed the Planning and Zoning Commission asking them to try to attend meetings due to a lack of quorum in the past and he will email them to announce the new Commissioner for Planning and Zoning.

Commissioner Rittelmeyer opened discussion on the pier in the pond. Burgess Smith suggested having it pulled from the pond and stored at the WWTP until the Council can decide what to do with it. Burgess Smith reported the pier and recyclable toilet have been paid for and the town has been reimbursed from the state for the projects. Anything else done in those areas will be an

expense to the Town. A motion to remove the pier from the pond and store it at the WWTP passed 3 – 0.

Burgess Smith reported on meeting with previous Commissioner Rensberger and reviewing all grant paperwork with him. A discussion on the paperwork and projects was then held.

Commissioner Brakebill suggested we stop all work with the topographical surveys in the Park. A motion to do so passed 3 – 0. Burgess Smith will contact the company.

Commissioner Rittelmeyer opened discussion on the Fitness Trail and reported how four of the pieces of equipment are in the flood plain and it is possible for them to get washed out if we get flooding conditions.

Burgess Smith opened discussion on the soccer field and pointed out a few repairs that will need done. He informed the Council that the original bid was for $20,000 and the expenses with it is now over $43,000. Burgess Smith suggested that from this point forward pictures will need to be submitted to get a visual on how things will look in the park. He indicated we need to do what residents want done in the park, not the Rec Council.

Burgess Smith opened discussion on the equipment shed and bleachers. Neither one was submitted in the paperwork but previous Commissioner Rensberger verbally mentioned it in meetings. It was decided to stop construction on the shed and not purchase new bleachers.

Commissioner Rittelmeyer will contact Ms. Linda Thomas to discuss the wetland project. He also questioned what would be done with the ruts left behind when constructing the recyclable toilet and soccer field. Burgess Smith will get with Tom to evaluate them and then contact Stine to get them repaired.

Commissioner Rittelmeyer opened discussion on erosion control of the creek. He would like to attend the next meeting to inquire on obtaining funds to get this repaired. Burgess Smith suggested due to the cost of repairing it, we should just move the walking path and Commissioner Trimmer agreed.

Commissioner Trimmer suggested that due to the fact of having so many unfinished projects can a hold be put on submitting for any new ones. All Council members agreed to finish what projects are started before doing any new ones.

There being no further business a motion to adjourn the meeting passed 4 – 0.
