Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.

Planning and Zoning

Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.

Woodsboro Planning & Zoning Meetings are held on the first Monday of the month as needed at 6:00 PM at the meeting room behind St. Johns Church, 8. N. Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss.  If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

Meeting Minutes

Woodsboro, Maryland

June 8, 2021

 

The Woodsboro Town Council met today at 7:00 PM in the fellowship room of St. John’s UCC with the following members present:

 

Burgess Rittelmeyer, Commissioners Smith, Cutshall and Boyer.  Absent from the meeting was Commissioner Crum. 

 

There were three guests and twenty-one residents in attendance.

Burgess Rittelmeyer called the meeting to order and led everyone in the Pledge of Allegiance.

 

After review of the May 2021 minutes, a motion to accept them as presented passed 3 – 0.

 

After review of the May 2021 financials, a motion to accept them as presented passed 3 – 0.

 

The first line of old business was the adoption of the FY22 Budget.  Burgess Rittelmeyer read the ordinance to adopt the budget.  A motion to adopt the FY22 Budget as presented passed 3 – 0.  

 

Burgess Rittelmeyer thanked outgoing Commissioners Boyer and Smith for their time on the Council and they in return thanked Burgess Rittelmeyer.

 

Ms. Sandra Dalton, Clerk of the Court was in attendance to swear the newly elected Burgess and Commissioners in.  Sworn in for Commissioner seats was Jesse Case and Bud Eckenrode.  Sworn in for Burgess was Heath Barnes.

 

Newly elected Burgess Barnes opened by thanking the outgoing council members for their time to the town.

Commissioner Cutshall opened discussion on outgoing Commissioner Gary Smith doing the quarterly payroll taxes.  All agreed to have him continue doing them.

Burgess Barnes opened discussion on appointing the President Pro Tempore.  He reported Commissioner Crum agreed to the position.  After a brief discussion, a motion to appoint Commission Crum as President Pro Tempore passed 3 – 0.

 

During comments from the public, Jason Boyer, outgoing Planning and Zoning Liaison reminded the current Council there are positions on the Planning and Zoning Commission that need to be filled.

 

Burgess Barnes indicated he will assign departments to Commissioners at the July meeting.

 

Mr. Joe Williams was in attendance to discuss the music festival in the park.  He proposed having it October 16, 2021, on the East side of the park. A lengthy discussion was held.

 

Ken Kellar, resident, and Editor of the Woodsboro/Walkersville Times paper inquired on the damaged bridge in the park.  He was informed the town is working on it.

 

Burgess Barnes reported a complaint he received about chickens.  Bill Rittelmeyer informed him the town always had a complaint driven policy on them.  Jason Boyer asked about a Code Enforcement Officer and Burgess Barnes indicated it would be discussed soon.

 

Mitzi Smith opened discussion on dogs that are not on leashes, including in the park.

 

There being no further business, a motion to adjourn the meeting passed 3 – 0.
