Council Meetings
Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.
Planning and Zoning
Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.

Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss. If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

August 10, 2021
The Woodsboro Town Council met today at 7:00 PM in the fellowship room of St. John’s UCC with the following members present:
Burgess Barnes, Commissioners Eckenrode, Cutshall, Crum and Case.
There was two guest and eight residents in attendance.
Burgess Barnes called the meeting to order and led everyone in the Pledge of Allegiance.
After review of the July 2021 minutes, a motion to accept them as presented passed 4 – 0.

The first line of old business was the Music Festival. Mr. Williams was in attendance and provided a handout for discussion. A group of Boy Scouts will handle the parking, which at this time is only in the park itself. Burgess Barnes will handle the vendor registration and payment will go directly to Joe Williams. Commissioner Case would like to see a list of vendors at the September meeting. The Woodsboro Fire Department will sell water and soda and have a fire safety booth. They will also provide EMT’s. The Sheriff’s department will have a booth and provide security.
Burgess Barnes reported the storm drain repair work at Dorcus Alley and N. Second Street will begin on Friday, August 13th.
Burgess Barnes reported the town will be receiving $78,379 in grant funds from COVID Recovery. This will be used for a new ADA compliant foot bridge and stage in the park.
Burgess Barnes also reported he has not heard back on the American Recovery Act funds.
Commissioner Cutshall inquired on the status of the new town hall and was informed Burgess Barnes and Mary have an upcoming meeting scheduled with the Engineer and Architect. He then inquired on the hiring of a code enforcement officer. Discussion was held and a motion made to adjust the budget up to $25,000 to hire one passed 3 – 0 with Commissioner Crum abstaining. Commissioner Cutshall then opened discussion by asking how much land the town owns in front of the Bowers Lumber Company. He was informed the town does not own anything; it belongs to the State. That side of the road is not in town limits.
Commissioner Eckenrode reported he has had quite a few people thank him for the bridge repair work in the park.
Commissioner Crum asked for Bio’s from the newly elected Council members so she can get them on the website.
Commissioner Case opened discussion on the playground in the park. He reported the playground needs mulch, so he called Playground Specialist to inquire on getting more. A brief discussion was held, and it was decided Commissioner Crum would call Barrick Landscaping.
Resident Ken Morgan reported a home near Barrick Lane had a large box container in their driveway. He was wondering if they were allowed. Burgess Barnes will go by to look at it.
Resident Ken Kellar reported a safety issue in the park. There is a broken tree limb hanging from a tree. Past Burgess Bill Rittelmeyer informed him the maintenance men tried to pull it out and it would not budge. Mr. Kellar then asked if the wooden cloth stakes could be pulled out and Mr. Rittelmeyer informed him, they can.
Resident Ida Lee asked about fixing a pothole on Adams Street and Commissioner Cutshall reported it was already repaired.
Resident Rick Bontz explained to the Council what needed to be done with the storm drainage ditch along his property. After a brief discussion it was decided to call Mr. Shoemaker and get it fixed.
Resident Judy Katz was in attendance to discuss snow removal in front of her home on Copper Oaks Drive. She would like to see the snow pushed back against her curb.
Resident Ken Morgan then reported the curb and gutters need cleaned throughout town. Burgess Barnes will contact Walkersville to see who they use for street sweeping.
There being no further business, a motion to adjourn the meeting passed 4 – 0.
