Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.

Planning and Zoning

Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.

Woodsboro Planning & Zoning Meetings are held on the first Monday of the month as needed at 6:00 PM at the meeting room behind St. Johns Church, 8. N. Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss.  If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

Meeting Minutes

Woodsboro, Maryland
April 12, 2022

The Woodsboro Town Council met today at 7:00 PM in the fellowship room of St. John’s UCC with the following members present:
Burgess Barnes, Commissioners Eckenrode, Cutshall, Crum and Case.

There was three guests and eight residents in attendance.

Burgess Barnes called the meeting to order and led everyone in the Pledge of Allegiance.
After review of the March 2022 minutes, a motion to accept them as presented passed 4 – 0.
After review of the March 2022 financials, a motion to accept them as presented passed 4 – 0.

Burgess Barnes announced the job description for a Code Enforcement Officer is complete and an ad will run in the paper on April 28, 29, and 30th. He will also place the ad on indeed.com

Burgess Barnes reported Commissioner Crum obtained pricing on playground mulch. A representative from a playground company suggested installing 300 yds of mulch.

Commissioner Cutshall suggested getting rubber matting. After a brief discussion, it was decided to put $14,000 for 200 yds. of mulch in the FY23 budget for mulch.

Commissioner Cutshall reported he is still waiting on pricing for the flashing signs he would like to install at the school.

Commissioner Eckenrode had nothing to report.

Commissioner Crum reported on an email through the website inquiring on parking a snowball trailer in the parking lot of the Olde Towne Restaurant and the parking lot at the park. She also reported on the POS project and a leak in the bathroom at the park.

Commissioner Case reported on a pothole starting at the corner of Liberty Road and S. Second
Street.

Under New Business, Tracey Jones and Steve Minnick, Frederick Disc Golf representatives were in attendance to explain what they are doing with holes one and two. Paperwork was provided for a visual. After several questions, a motion was made to approve the tee pads. Motion passed
4 – 0.

Commissioner Eckenrode suggested the paper do a story on the disc golf group. Mr. Minnick indicated it would be nice to have a sign showing the course layout, a small pavilion, and a larger shed. Burgess Barnes will pass their contact information on to Commissioner Crum to apply for these things through POS grant funds.

Burgess Barnes reported the town will now receive a total of $400,000 in grants to build a new town hall.

Burgess Barnes reported he will meet with Mary the week of April 18th to submit paperwork for funds already spent.

Burgess Barnes reported the Town’s grant to businesses in town will be reviewed the last week of April. Three applications have been received to date.
Burgess Barnes reported on the CPP grant for the park. This grant will help run electric and water and sewer lines to the East side of the park. We will also be building a bathroom by pavilion 4. The town’s water and sewer contractor will run the water and sewer lines.

Burgess Barnes reported he is already thinking about the Music Festival that will be held in
October 2022.
Under Comments from the Public, Mr. Bill Rittelmeyer, 114 Copper Oaks Ct. informed Burgess Barnes the CPP grant is an application process. Burgess Barnes informed him the application has already been submitted. Mr. Rittelmeyer indicated he gives 120% support for the disc golf
course. Mr. Rittelmeyer shared all the hard work the Fredrick Disc Golf group has done in the past to beautify the course.

There being no further business, a motion to adjourn the meeting passed 4 – 0.
