Council Meetings are held on the second Tuesday of every month at Town Hall – 605 S. Main Street, Woodsboro MD, 21798. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.

Planning and Zoning

Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at Town Hall – 605 S. Main Street, Woodsboro MD, 21798. The public is welcome to attend these meetings, which start at 6:00 PM.

Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss.  If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

Town Council Meeting Minutes

Woodsboro, Maryland

May 12, 2026

The Woodsboro Town Council met today at 7:00 PM in the Woodsboro Town Hall with the following members present:

Burgess Barnes, Commissioners Cutshall, Rittelmeyer and Hahn. Absent from the meeting was Commissioner Case.

There were two guests and ten residents in attendance.

Burgess Barnes called the meeting to order and led everyone in the Pledge of Allegiance.

After review of the April 2025 minutes, a motion to accept the minutes as presented passed 3 – 0.

After review of the April 2025 financials, a motion to accept them as presented passed 3 – 0.

Under unfinished business, Program Open Space (POS) quotes for a new fence around the park have been obtained and Commissioners Rittelmeyer and Hahn will attend the meeting to obtain grant funds.

Reports from Commissioners:

Commissioner Cutshall reported there is an awful lot of gravel along Elizabeth Street in the town’s drain that needs cleaned out.

Commissioner Hahn had nothing to report.

Commissioner Rittelmeyer had nothing to report.

Under new business, Commissioner Rittelmeyer reported that he, Maryland Department of the Environment (MDE), Pro-Start and a developer, had a meeting concerning the Capacity Management Plan. MDE requires town’s surpassing 80% allocation of permitted water withdrawal submit a new CMP. Maryland Rural Water can assist the town with this.

Under New Business, Burgess Barnes presented his FY27 Budget to the Council. The General Fund Budget is $856,090 and the Water/Sewer Budget is $684,030. The General Fund Budget has a new storage building, repaving Second Street, and a donation to the Woodsboro Volunteer Fire Department built into it. Burgess Barnes is proposing an increase with W/S flat fees. These fees are attached to all homes. Waters flat fee will increase from $23.10 to $50. Sewers flat fee will increase from $147 to $200. The FY27 Budget will be voted on at the June 9th meeting.

Comments from the public:

Betty Younkins-Tucker, Knotty Alder Court, asked for clarification of the solar lights that will be installed in Knotty Alder. She inquired on how well they will light up if there are consecutive cloudy days and rain. She feels the residents of Knotty Alder pay the same taxes that residents who have electric streetlights do and the town should have to provide the same service.

Ida Lee, S. Main Street, reported on the speeding vehicles on Main Street. Heath informed her he inquired about speed cameras, but the studies show there is not enough traffic to get one.

Ben Marshall, S. Main Street, inquired on the Rails to the Trails project through Frederick County. Commissioner Cutshall informed him that the Quarry does not want to abandon the tracks at Gravel Hill Road.

There being no further business, a motion to adjourn the meeting passed 3 – 0.
