Council Meetings are held on the second Tuesday of every month at Town Hall – 605 S. Main Street, Woodsboro MD, 21798. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.

Planning and Zoning

Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at Town Hall – 605 S. Main Street, Woodsboro MD, 21798. The public is welcome to attend these meetings, which start at 6:00 PM.

Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss.  If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

Town Council Meeting Minutes

Woodsboro, Maryland
June 9, 2026

The Woodsboro Town Council met today at 7:00 PM in the Woodsboro Town Hall with the following members present:

Burgess Barnes, Commissioners Cutshall, Rittelmeyer, Case and Hahn. 

There were twenty-seven guests and ten residents in attendance.

Burgess Barnes called the meeting to order and led everyone in the Pledge of Allegiance.

After review of the May 2026 minutes, a motion to accept the minutes as presented passed 4 – 0. 

After review of the May 2026 financials, a motion to accept them as presented passed 4 – 0.

Burgess Barnes opened the meeting by introducing the New Midway – Woodsboro Elementary School Archers and presented them with a Proclamation. The students were in attendance to be recognized as the only elementary school in Maryland to qualify for Nationals. Burgess Barnes suggested giving the Archers a monetary donation to go toward their National trip in Florida.  A motion was made to donate $2,500. Discussion was held and an amendment was made to give $1,000. It was then amended to give $1,500. Motion passed 4 – 0 to give $1,500.

The first line of business was the approval of FY27 Budgets.  Commissioner Case had a few questions and they were answered. There being no further discussion, FY27 General Fund and Water/Sewer Budgets were approved 4 – 0.

Discussion was held on a bid to install two solar lights on Knotty Alder Court. A motion to spend up to $5,000 passed 4 – 0.

Commissioner Cutshall reported the trees on Main Street have been trimmed and feels the crosswalks may need repainted. He also asked if the gutter on Elizabeth Street had been cleaned, and the salt dogs cleaned out from winter. He was informed the gutter was done and Burgess Barnes will check on the salt dog spreaders.  

Commissioner Hahn asked if the limbs in the park had been trimmed and she was informed they were completed.

Commissioner Rittelmeyer reported on a recent meeting he had with MD Rural Water. MD Rural Water will begin leak detection test and compile our Water Capacity Plan. 

Commissioner Rittelmeyer also met with Solitude in reference to the pond. Solitude comes every two weeks to treat the pond and suggest putting carp in to help with the growth from the bottom.  Commissioner Rittelmeyer was informed that Carp are not a good mix with the fish DNR stock the pond with. Mary will inquire with DNR about this. Commissioner Rittelmeyer will work with the maintenance men to get the aerators back in the pond. He also cautioned people about the white flowered plant near the water because it is poisonous.

Commissioner Case had nothing to report.

Burgess Barnes reminded everyone of the informational meeting being held by Planning and Zoning to discuss the new development at the South end of town. The meeting will be held on June 24, 2026, beginning at 6:00 PM in the town hall meeting room.

Commissioner Rittelmeyer inquired about the food trucks. Burgess Barnes informed him they will be in the park in June and then move to the firehall on 3rd Street for the rest of the summer.

Under comments from the public, resident Rick Little, Scarlet Oak Court, thanked the Council for all they do but had one question. He asked for the best way to get someone when there is an emergency, and the town office is closed. An answering service was suggested, and Burgess Barnes will inquire on this. He was informed that Council members phone numbers are on the website. He asked about Facebook post and Commissioner Rittelmeyer explained to him how social media pages work for government entities.

There being no further business, a motion to adjourn the meeting passed 4 – 0.
