Council Meetings
Council Meetings are held on the second Tuesday of every month at Town Hall – 605 S. Main Street, Woodsboro MD, 21798. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.
Planning and Zoning
Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at Town Hall – 605 S. Main Street, Woodsboro MD, 21798. The public is welcome to attend these meetings, which start at 6:00 PM.

Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss. If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

Town Council Meeting Minutes
Woodsboro, Maryland
April 14, 2026
The Woodsboro Town Council met today at 7:00 PM in the Woodsboro Town Hall with the following members present:
Burgess Barnes, Commissioners Cutshall, Case and Hahn. Absent from the meeting was Commissioner Rittelmeyer.
There were four guests and ten residents in attendance.
Burgess Barnes called the meeting to order and led everyone in the Pledge of Allegiance.
Burgess Barnes opened the meeting with an apology for his outburst at the March 2026 meeting.
After review of the March 2025 minutes, a motion to accept the minutes as presented passed 3 – 0.
After review of the Marcy 2025 financials, a motion to accept them as presented passed 3 – 0.
Under unfinished business, Burgess Barnes announced the town received $252,052.80 reimbursement funds back from Program Open Space.
Burgess Barnes reported coming in under budget for the lights in the park so he is having additional lights installed.
Burgess Barnes reported he will be submitting for reimbursement on the pond project as soon as one more invoice comes in.
Burgess Barnes reported the town has $67,000 in grant funds to use toward a message sign in front of the town hall.
Burgess Barnes opened discussion on the streetlights in Knotty Alder. He reported the difficulty with Potomac Edison and suggested we install the three commercial solar lights that were donated by past Commissioner Dennis Kline. Commissioner Hahn will go by the lot where some of these lots are installed to see how bright they are. Commissioner Case suggested looking up the model number.
Comments from the Commissioners:
Commissioner Case had nothing to report.
Commissioner Hahn reported that Dahl Drenning will speak on President Washington coming through the town of Woodsboro on April 30th at the Lutheran Church on Main Street.
Commissioner Cutshall reported the potholes were finally fixed. He also reported storm drains need cleaned.
Under new business, Burgess Barnes opened discussion on raising the hook up fees for water and sewer. This fee is for new homes being built and tying into the town’s system. It will not cost current homeowners anything. The current fee is $7,500 for water and $7,500 for sewer. He suggested raising it to $10,000 for water and $10,000 for sewer. A motion was made to raise the fees to $10,000 each. Motion passed 3 – 0.
Burgess Barnes reported there are available funds in POS this year and he feels a good project in the park would be a new fence. Commissioner Cutshall inquired about getting a new gate at the WWTP since the park equipment is housed there. Submissions need to be in by May 1st.
Burgess Barnes opened discussion on Community Events. He reported the volunteers at the fire department do not want to do the Easter egg hunt next year due to lack of volunteers to help. Burgess Barnes reported he will no longer be helping with it or the Woodsboro Days in the park. He asked if anyone wished to take it over and no one stepped up. With no one to lead, money will not be put into the budget.
Under comments from the public:
Betty Tucker-Younkins inquired on the streetlights in Knotty Alder. She was informed the solar lights will be used.
Geoff Seidel of Walkersville and candidate for the Board of Education was in attendance and spoke briefly about why he is running.
Mitzi Smith, Adams Street, inquired on food trucks in the park. She was told they will be there the second and fourth Mondays in June, July, and August from 4:30 – 7:30. She also inquired on the no parking this side of street signs for Woodbury and the paths in park that were damaged.
Jodi Herche, Knotty Alder Court, inquired on the damaged skate park.
There being no further business, a motion to adjourn the meeting passed 3 – 0.
