Council Meetings are held on the second Tuesday of every month at Town Hall – 605 S. Main Street, Woodsboro MD, 21798. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.

Planning and Zoning

Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at Town Hall – 605 S. Main Street, Woodsboro MD, 21798. The public is welcome to attend these meetings, which start at 6:00 PM.

Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss.  If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

Town Council Meeting Minutes

Woodsboro, Maryland

June 10, 2025

The Woodsboro Town Council met today at 7:00 PM in the fellowship room of St. John’s UCC with the following members present:

Burgess Barnes, Commissioners Cutshall, Case, Rittelmeyer, and Eckenrode.

There were seven guests and twenty-two residents in attendance.

Burgess Barnes called the meeting to order and led everyone in the Pledge of Allegiance.

After review of the May 2025 minutes, a motion to accept them as presented passed 4 – 0.

After review of the May 2025 financials, a motion to accept them as presented passed 4 – 0.

The first line of discussion was on Glo Fiber and allowing them to run their lines through the town.  Burgess Barnes indicated that they are not allowed to tear anything up in the town. Commissioner Rittelmeyer suggested that they adhere to all comments from the town attorney.  After a brief discussion, a motion was made to approve the contract if all changes made by the town attorney were incorporated in the contract.  Motion passed 3 – 0 with Commissioner Case abstaining.

Under reports from the Commissioners, Commissioner Rittelmeyer informed the Council that no one can fish in the pond any longer due to the algae and vegetation. He suggested having a survey done by Solitude so they would then be able to provide a price to the town to refurbish the pond. The survey would cost approximately $5,000.  A motion was made to allow Commissioner Rittelmeyer to spend up to $6,000 on the survey. Motion passed 4 – 0.  Commissioner Rittelmeyer will contact the company for a contract.

Commissioner Case had nothing to report.

Commissioner Eckenrode had nothing to report.

Commissioner Cutshall reported the speed limit sign at the north end of Main Street was visible and the tree limbs needed to be trimmed.  He also reported that Adams Street needs some serious work done on it.

Burgess Barnes reported that the $400,000 grant and the $193,000 grant would hopefully be approved through the Department of Public Works on Wednesday, June 11th.  The town can then begin the reimbursement process.

Burgess Barnes also reported applying for another $100,000 grant for the town hall and $26,597 for the pond through Program Open Space (POS).

The next line of business was the swearing in of new Council members. Commissioner Rittelmeyer thanked Commissioner Eckenrode for his four years of service to the Town of Woodsboro.

County Clerk of the Court Sandy Dalton, was in attendance to swear Burgess Barnes in.  Upon his swearing in Burgess Barnes then separately swore Commissioner Case and Commissioner Hahn in.

Burgess Barnes assigned positions to the Commissioners. Commissioner Rittelmeyer will remain the Water/Sewer liaison, Commissioner Cutshall will remain the Street liaison, Commissioner Case will remain the Planning and Zoning liaison, and Commissioner Hahn will become the liaison for Parks and Rec.

Commissioner Rittelmeyer then nominated Commissioner Case as President Pro-Tempore for the Council.  Commissioner Case accepted and a motion passed 4 – 0.

Burgess Barnes announced the town is looking for people to fill the Planning and Zoning and the Board of Appeals Committees.  He is also looking for volunteers to help on the Community Events Committee. The first meeting for community events will be on June 16th at Carol Tressler’s house.

Representatives from Laurel Sand and Gravel were in attendance to discuss the property that Well #1 is on.  They were informed that Well 1 was capped off and deemed unusable by the State years ago. A discussion on who owns the property was held and the representatives are going to go back to their peers for additional information on the property.

Discussion was held on the street light progress for Knotty Alder. Mary informed the Council that she and the Potomac Edison employee are playing phone tag. Commissioner Case volunteered to intervene and pick up the project.

Resident David Williams congratulated the three Council members who was sworn in and showed interest in the Planning and Zoning Committee.

Attendee Dennis Kline, and past Commissioner of the town, thanked the Council members for their time and effort in all they do for the town.

Commissioner Rittelmeyer informed the attendees that he was appointed as a Commissioner when then Commissioner Dennis Kline had to move out of town.

There being no further business, a motion to adjourn the meeting passed 4 – 0.
