Council Meetings
Council Meetings are held on the second Tuesday of every month at Town Hall – 605 S. Main Street, Woodsboro MD, 21798. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.
Planning and Zoning
Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at Town Hall – 605 S. Main Street, Woodsboro MD, 21798. The public is welcome to attend these meetings, which start at 6:00 PM.

Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss. If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

Town Council Meeting Minutes
Woodsboro, Maryland
April 1, 2025
The Woodsboro Town Council met today at 7:00 PM in the fellowship room of St. John’s UCC with the following members present:
Burgess Barnes, Commissioners Cutshall, Case, Rittelmeyer, and Eckenrode.
There were four guests and thirty-three residents in attendance.
Burgess Barnes called the meeting to order and led everyone in the Pledge of Allegiance.
After review of the March 2025 minutes, a motion to accept them as presented passed 4 – 0.
After review of the March 2025 financials, a motion to accept them as presented passed 4 – 0.
Burgess Barnes opened discussion on getting streetlights for Knotty Alder Court. He proposed getting three streetlights. Motion to proceed with getting a quote for the installation passed 4 – 0.
Burgess Barnes reported on the fire hydrant that was hit. The person who hit it has not been identified. Information on the accident has been sent to the insurance company.
Under reports from the Commissioners, Commissioner Rittelmeyer added to what Burgess Barnes reported on the fire hydrant. He thanked the Town of Walkersville for their assistance and parts.
Commissioner Case thanked Burgess Barnes for his work with the hydrant incident and had several questions pertaining to it. He then reported on a possible sink hole on S. Main Street close to the old blacksmith shop.
Commissioner Eckenrode reported that the Easter Egg Hunt is on May 12th at 2:00PM and Elections are on May 10th, 8:00 AM until 2:00 PM.
Commissioner Cutshall reported it is nice to know that towns work together. He was referring to the hydrant incident.
Burgess Barnes thanked the previous water and sewer operator, Marc Angleberger, for coming in to function as the town’s “plumber” on the hydrant incident. Burgess Barnes would like to get the old operator to show the new operator where all the shutoffs for the water mains are. He also reported he would like to get a contract with a company to be on standby for emergency calls.
The next line of business was the presentation of the FY26 General Fund and Water/Sewer Budgets. Burgess Barnes began with the Water/Sewer budget and indicated he did not factor in an increase in fees. Each line item was discussed with input from the residents in attendance. Commissioner Case suggested raising the rates. After discussion on doing so, a motion was made to raise the rates 5% on the flat fee and 5% on the usage for FY26. The motion passed 4 – 0.
Burgess Barnes presented the FY26 General Fund budget and again discussed each line item with the residents in attendance.
The next line of business was nominations for the Burgess seat and two Commissioner seats. Burgess Barnes opened the nomination convention for Burgess. Bud Eckenrode nominated Heath Barnes and Betty Younkins-Tucker second that nomination. Burgess Barnes then asked three more times if there were any other nominations. There being no more, nominations for Burgess were closed.
Burgess Barnes then opened nominations for Commissioner. John Cutshall nominated Jesse Case and Bill Rittelmeyer second that nomination. Michelle Burns nominated Denise Hahn and Suzanne Yusko second that nomination. Mitzi Smith nominated David Williams and Ken Stitely second that nomination. Burgess Barnes then asked three more times if there were any other nominations. There being no more, the nominations for Commissioner were closed.
Upon completion of the nomination convention, reporter Mike Hillman announced that he will run free ad space for all those nominated.
There were no comments from the public.
There being no further business, a motion to adjourn the meeting passed 4 – 0.
