Council Meetings
Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.
Planning and Zoning
Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.
Woodsboro Planning & Zoning Meetings are held on the first Monday of the month as needed at 6:00 PM at the meeting room behind St. Johns Church, 8. N. Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss. If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

Town Council Meeting Minutes

September 10, 2024
The Woodsboro Town Council met today at 7:00 PM in the fellowship room of St. John’s UCC with the following members present:
Burgess Barnes, Commissioners Cutshall, Case and Eckenrode. Commissioner Rittelmeyer was absent from the meeting.
There were four guests and thirteen residents in attendance.
Burgess Barnes called the meeting to order and led everyone in the Pledge of Allegiance.
After review of the August 2024 minutes, a motion to accept them as presented passed 3 – 0.
After review of the August 2024 financials, a motion to accept them as presented passed 3 – 0.
The first line of business was with Mr. Vincent Rogers, Director of Housing for Frederick County. Mr. Rogers was in attendance to discuss and ask the Council to join the Counties Community Development Block Grant (CDBG) program. He explained the County will receive approximately $700,000 per year and Woodsboro could be eligible for approximately $30,000 per year. He explained the $30,000 is based on three things, population, persons poverty and overcrowded units. After a brief discussion, a motion to join the organization passed 3 – 0.
Under unfinished business, Burgess Barnes reported the new water/wastewater company, ProStart, began on September 1st. Burgess Barnes informed the Council they are making a list of items that need attention.
Commissioner Cutshall reported the streets need swept again. It was decided to do it the middle of October, so they are clean for Woodsboro Days.
Commissioner Eckenrode had nothing to report.
Commissioner Case had nothing to report.
Under New Business, Commissioner Cutshall opened discussion on the town’s debt. He wanted to inform the residents of the debt the town is already in and asked Burgess Barnes to contact the Contractor to delay the start of the Town Hall. A discussion was held. Things will proceed forward as planned. Commissioner Case proposed the Council set dates aside to work on the budget each year. It was explained to him that the budget is completed according to the Charter. It is presented and the Council has thirty days to review and make changes.
There being no further business, a motion to adjourn the meeting passed 4 – 0.
