Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.

Planning and Zoning

Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.

Woodsboro Planning & Zoning Meetings are held on the first Monday of the month as needed at 6:00 PM at the meeting room behind St. Johns Church, 8. N. Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss.  If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

Town Council Meeting Minutes

Woodsboro, Maryland
November 12, 2024

The Woodsboro Town Council met today at 7:00 PM in the fellowship room of St. John’s UCC with the following members present:

Burgess Barnes, Commissioners Cutshall, Case, and Eckenrode. Absent from the meeting was Commissioner Rittelmeyer.

There were three guests and ten residents in attendance.

Burgess Barnes called the meeting to order and led everyone in the Pledge of Allegiance.

The first line of business was with Ms. Erin Clark, CPA with SEK CPA’s & Advisors. Ms. Clark presented the FY24 Audit and was pleased to report that all went well.

After review of the October 2024 minutes, a motion to accept them as presented passed 3 – 0.

Burgess Barnes reported that stakes have been placed installed for site work to begin on the Town Hall. He also reported that Woodsboro Days was a tremendous success.

Commissioner Cutshall inquired about the crosswalks asking when they would be done. He was informed that they have already been completed. He also asked if the trucks, plows, and salt spreaders were ready for winter and was informed that they are.

Commissioner Cutshall also opened a discussion concerning parking on N. Second Street.  He would like to see parking on one side of the street only. After a brief discussion it was decided not to allow parking on the side of the street with the townhouses. No parking will not be allowed from Coppermine Rd to Elizabeth Street. A motion to install No Parking signs on the townhouse side from Coppermine Rd. to Elizabeth Street passed 3 – 0.

Commissioner Eckenrode had nothing to report.

Commissioner Case reported on a recent Planning and Zoning meeting. The Planning and Zoning Commission approved the site plan adjustment for the townhouses and also approved the site plan for 90 Copper Oaks Ct.  They did not feel a street light installment could be enforced due to the development only being one home.

Burgess Barnes opened a discussion on park rentals during the summer.  He suggested that the town only rent pavilions on Saturday. He reported that there are not many rentals on Sunday and the town is paying out too much in compensation to bring employees in on the weekends. The employees would then have weekends off. After a brief discussion, it was decided to have employees post the rental signs on Friday for Saturday rentals.  Sunday’s would be a first come, first serve basis for usage.  A motion to do so passed 3 – 0.

Under comments for the public, Business Owner Mr. Mark Hatgi, owner of businesses on Council Drive, was in attendance to discuss a notice he received concerning his vehicles being stored on Council Drive. He was informed that he would have to meet with the Planning and Zoning Commission.  Commissioner Case will contact the Zoning Administrator to arrange a meeting.

Resident Mitzi Smith, Adams Street, thanked the Council for the crosswalks that were installed on Main Street. She also informed everyone that on December 14th at Mt. Hope Cemetery, there would be a ceremony held to lay over one hundred wreaths. A ceremony will also be held at Grace Rocky Church and Oak Hill Church.  This is done through Wreaths Across America.

Resident Brenda Hedges, Wood Street, informed the Council that the stage in the park was damaged. She also reported on stones washing out into Adams Street from the driveway that goes to the water tank. She also asked if the light poles could be painted on Woods Street. She was informed the town does not own the light poles.

Resident Betty Tucker-Younkins, Knotty Alder Court, asked if Potomac Edison would notify the town about the installation of streetlights on Knotty Alder Court.  Burgess Barnes does not think they will.

Resident Carol Carrier, Knotty Alder Court, inquired about the recent water outage.

There being no further business, a motion to adjourn the meeting passed 3 – 0.
