Council Meetings
Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.
Planning and Zoning
Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.

Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss. If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

May 2, 2024
The Woodsboro Town Council met today at 7:00 PM in the Woodsboro Fire Department social hall with the following members present:
Burgess Barnes, Commissioners Cutshall, Rittelmeyer, Case and Eckenrode.
There were three guests and two residents in attendance.
Burgess Barnes called the meeting to order and led everyone in the Pledge of Allegiance.
After review of the April 2024 minutes, a motion to accept them as presented passed 4 – 0.

Under unfinished business, Burgess Barnes reported he did not have any news on the Woodsboro Town Hall.
Commissioner Cutshall presented a bid for street sweeping. Premier Sweep, Eldersburg, MD bid $150 per hour with a minimum fee of $600. They estimated it would take them 8 – 10 hours to complete the entire town. After a brief discussion it was decided to perform the sweep between May 20 and May 24 and to have the streets done on a quarterly basis.
Commissioner Cutshall also reported on some potholes near the park and ride on S. Main Street.
Commissioner Eckenrode had nothing to report.
Commissioner Case had nothing to report.
Commissioner Rittelmeyer presented a bid in the amount of $4,245 to replace the entire unit of the pond aerator. A motion to replace the aerator in the pond for $4,245 passed 4 – 0.
Burgess Barnes opened a discussion on the Performance Works Agreement in the amount of $74,394.65 between the town and DR Acquisitions, LLC. Mr. Tom Poss and Ms. Anne Wolf of DR Acquisitions, LLC were in attendance to answer questions. After a brief discussion, a motion was made to accept the PWA. Motion passed 4 – 0.
Burgess Barnes reported the Memorial Day Parade is being held on Sunday, May 26th. Burgess Barnes will get a convertible for anyone on the Council that wishes to ride through the parade.
Burgess Barnes announced the Frederick County MML dinner/meeting is being held on May 13th with elections being held. Burgess Barnes is unable to attend and asked if any Council member wanted to attend to let him know.
Under New Business, Burgess Barnes presented the FY25 Proposed Budget. He reported on an increase in the Water/Sewer rates. For water, the flat fee will go up from $17 to $22 and the cost per thousand gallons will go up from $4.60 to $5.75. For sewer, the flat fee will go up from $125 to $140. Sewer is based on water consumption, so after 10,000 gallons of water usage the sewer fee will go up from $6.44 to $8.05 per thousand gallons.
Burgess Barnes also announced during the budget discussions that the tax rate would be going from $0.1409 to $0.1800 per $100 of assessed value of your real estate.
Commissioner Rittelmeyer questioned the $13,000 in the Parks upkeep of grounds line item of the proposed budget and was informed it is for playground mulch.
Burgess Barnes announced the budget will now sit for thirty days and be voted on at the June Town Meeting.
Commissioner Rittelmeyer asked Burgess Barnes if the $400,000 grant for the new town hall had been finalized. Burgess Barnes informed him it was still in the review process at the State.
There were no comments from the public.
There being no further business, a motion to adjourn the meeting passed 4 – 0.
