Council Meetings
Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.
Planning and Zoning
Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.

Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss. If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

July 9, 2024
The Woodsboro Town Council met today at 7:00 PM in the fellowship room of St. John’s UCC with the following members present:
Burgess Barnes, Commissioners Cutshall, Rittelmeyer and Case. Commissioner Eckenrode was absent from the meeting.
There were two guests and twelve residents in attendance.
Burgess Barnes called the meeting to order and led everyone in the Pledge of Allegiance.
After review of the June 2024 minutes, a motion to accept them as presented passed 3 – 0.

Under unfinished business, Burgess Barnes reported the contract with the builder for the town hall was signed and paperwork was sent to the bank to begin the loan process.
Burgess Barnes reported on a meeting with Commissioner Rittelmeyer, Town Clerk Mary Rice and MD Rural Water in reference to the Lead Pipe Inventory. MD Rural Water recommended hiring Smart Site Plan, a company who provides services to identify and submit the Lead Pipe Inventory to the State of Maryland. Their proposal came in at $9788. The Council voted 3 – 0 to accept the proposal.
Under reports from the Commissioners, Commissioner Cutshall inquired about the fine through MDE. Burgess Barnes reported that he had not heard back from them. He then inquired about the cylinders at the WWTP and was informed it is still a work in progress.
Commissioner Cutshall reported that he contacted a company who could work on manhole covers but the town would have to take pictures for them before they will consider bidding.
Commissioner Case opened a brief discussion on moving funds from the general fund money market to invest it.
Commissioner Case reported on a thirty-foot trailer that came down the alley by his house. He suggested the town put signs up indicating no trucks are allowed in the alley. He also thought speed signs would help. Commissioner Rittelmeyer suggested signs indicating no trucks over a certain weight.
Commissioner Rittelmeyer opened discussion on an email Burgess Barnes sent in reference to the CPP grant money that is available. He reported CPP allows grant money to be used for restoration and thought it would be a good idea to have the pond dredged. Commissioner Cutshall provided the name of a company that can do this, and Commissioner Rittelmeyer will contact them. Burgess Barnes thought using funds from this grant could be used to refurbish one of the baseball fields.
Resident Jaime Gensits, Copper Oaks Ct., was in attendance to discuss one of the baseball fields in the park. He reported Frederick County has a shortage of baseball fields with ninety-foot base lines that eighteen and under youth can use. A discussion was held with concerns on the homes that are close to the field and the expense. Mr. Gensits reported that the league is not looking for the town to pay for any upgrades. Burgess Barnes feels it will need a bigger back stop for sure. A motion to allow the upgrade passed 3 – 0.
Burgess Barnes announced a maintenance person had given his notice. Commissioner Cutshall indicated he is available to help with anything needing assistance.
Burgess Barnes asked the Council if the August meeting could be moved up one day to Monday, August 12th. Commissioner Case would not be able to make it, but all other members could. The meeting was moved to August 12th.
Resident Betty Tucker Younkins, Knotty Alder Court inquired on the streetlights and was informed we are waiting for a reply from the power company.
Town Clerk Mary Rice reported on the lot at the corner of Copper Oaks Ct and Coppermine Rd had been sold. She suggested having them put streetlights in.
There being no further business, a motion to adjourn the meeting passed 4 – 0.
