Council Meetings

Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.

Planning and Zoning

Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.

Woodsboro Planning & Zoning Meetings are held on the first Monday of the month as needed at 6:00 PM at the meeting room behind St. Johns Church, 8. N. Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss.  If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

Town Council Meeting Minutes

Woodsboro, Maryland
January 9, 2024

The Woodsboro Town Council met today at 7:00 PM in the fellowship room of St. John’s UCC with the following members present:

Burgess Barnes, Commissioners Cutshall, Rittelmeyer, Case and Eckenrode.

There was one guest and four residents in attendance.

Burgess Barnes called the meeting to order and led everyone in the Pledge of Allegiance.

After review of the December 2023 minutes, a motion to accept them as presented passed 4 – 0.

After review of the December 2023 financials, a motion to accept them as presented passed 4 – 0.

Under unfinished business, Burgess Barnes reiterated discussions from the December meeting in reference to the new town hall. A handout from the bank was provided showing scenarios for loans. Discussion was then held on what to borrow and what down payment to use if any. It was decided that the cost to build needs to be done and then have discussions with the bank. Commissioner Rittelmeyer suggested putting a modular unit on the lot and then enhancing it in appearance. Commissioner Rittelmeyer inquired with Burgess Barnes about the deadline of the year 2025 to have the building completed in order to obtain the $400,000 grant from the State. Commissioner Rittelmeyer then asked Burgess Barnes for documentation showing the $400,000 grant was coming to the town. Burgess Barnes will provide that information. Burgess Barnes then mentioned a facility in Frederick where used furniture could be purchased.

Commissioner Cutshall mentioned that we almost had a snowstorm and asked if we almost plowed the streets. He was informed the streets were taken care of. Commissioner Cutshall also inquired about the manhole covers on Main Street. He was informed that they meet State standards.

Commissioner Eckenrode had nothing to report.

Commissioner Case had nothing to report.

Commissioner Rittelmeyer reported on calling the State in reference to the Beaver Dam in Israels creek. He reported according to their email they will not do anything about it. He will follow up with them again.

There was no new business to discuss.

Resident Scott Brakebill, S. Third Street, was in attendance to discuss the new town hall. He shares concerns on the $400,000 grant from the State. He suggests the Council step back and look at what they are going to get for a town hall and ask themselves, does it make sense? Mr. Brakebill offered his assistance if needed.

Resident Ben Marshall, S. Main Street, was in attendance to provide an update on the Skatepark. He mentioned that he is still working on the Rules sign. He inquired on future plans for the outside edges of the Skatepark.

There being no further business, a motion to adjourn the meeting passed 3 – 0.
