Council Meetings
Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.
Planning and Zoning
Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.

Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss. If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

December 10, 2024
The Woodsboro Town Council met today at 7:00 PM in the fellowship room of St. John’s UCC with the following members present:
Burgess Barnes, Commissioners Cutshall, Case, and Eckenrode. Absent from the meeting was Commissioner Rittelmeyer.
There were seven guests and eighteen residents in attendance.
Burgess Barnes called the meeting to order and led everyone in the Pledge of Allegiance.
After review of the November 2024 minutes, a motion to accept them as presented passed 3 – 0.
After review of the November 2024 financials, a motion to accept them as presented passed 3 – 0.
The first line of business was a request by the developer of Arnolds Place to release the bond the town was holding for the improvements. Commissioner Cutshall indicated that he is not happy with the road repair after tying into the town’s water and sewer system but understands the developer put the road back as the plans indicated they should. A motion to release the bond passed 3 – 0.
Under unfinished business, Burgess Barnes opened discussion on the Glo Fiber Internet presentation from a previous meeting. He asked the Council to review the proposal so it could be voted on at the January 2025 meeting.
Burgess Barnes reported that the groundbreaking for the new town hall would be held on December 18th beginning at 11:00 AM.
Under reports from the Commissioners, Commissioner Cutshall opened discussion on the letter that was mailed in reference to the lead pipe inventory. Burgess Barnes explained that it was a requirement of the State to send those letters and that the letter was a template from the State.
Commissioner Cutshall inquired on the No Parking signs for N. Second Street and was informed that they are on order.
Commissioner Eckenrode reported on receiving complaints in reference to the jake brakes being used on Rt. 194. He was informed that is a State road.
Commissioner Eckenrode also inquired on the handout from the November meeting pertaining to the sewer plant. It was decided that Burgess Barnes and Commissioner Rittelmeyer meet with the company that operates the plant.
Commissioner Case had nothing to report.
Under new business, Burgess Barnes reported on a vote the Council needs to take concerning a property outside the town limits that wishes to be placed in Ag Preservation. The property is eighty-three acres on Rt. 550. A motion to support the request was passed 3 – 0.
Joe Ceci with Fox and Associates was in attendance to discuss a development at the south end of Woodsboro between the cemetery and the park and ride. He proposed ninety-five three story townhomes to be built. The Council all agreed that was too many townhouses. Burgess Barnes informed him the sewer line cannot run through the back corner of the cemetery. Commissioner Cutshall reported he does not want depressed curbs, he would like to see six-inch curbs. After discussion, the Council feels they need to come back with another plan showing single family homes facing Main Street and less homes all together.
Under comments from the public, Dorthea Mordan, N. Main Street, inquired on the December article in the Woodsboro – Walkersville News Journal concerning water issues. She also would like input on the budget for the town. Burgess Barnes informed her according to the code, the budget is presented to the Council, sits for 30 days to allow for comment and change and then it gets voted on. The budget is presented at the March meeting and voted on at the April meeting.
Tracey Sando, N. Main Street, was in attendance and inquired on the $400,000 grant for the town hall. She implied the grant had expired and the town would not get it. Burgess Barnes tried to explain to her the grant money is there for the town’s use. The grant was awarded in 2022, and the town has 7 years to use it.
Gerald Sando, N. Main Street, was in attendance and inquired on the Wastewater Treatment Plant (WWTP) operations. He asked about getting an agenda in advance.
Rose Woodsmall, N. Main Street, thanked Commissioner Cutshall for wanting homes in the newly proposed development to face Main Street. She also thanked Commissioner Eckenrode for commenting on the truck brakes. Ms. Woodsmall feels there are a lot of problems with the town’s water. She indicated that she votes for safe drinking water over a shiny town hall.
Betty Tucker-Younkins, Knotty Alder Ct., suggested the Council ask for a monetary donation from the developer that wishes to build on the South end of town.
Andrew Velnoskey, N. Second Street, inquired on the list of repairs for the WWTP asking what the cost would be. Burgess Barnes informed him they will not know all the details until a meeting with the operating company is held.
Ed Mordan, N. Main Street, asked the Council what is true in the lead pipe letter that was sent out. He feels the letter is contradictory. Burgess Barnes informed him this letter was produced by the State who mandated the municipalities to send them out.
There being no further business, a motion to adjourn the meeting passed 3 – 0.
