Council Meetings
Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.
Planning and Zoning
Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.

Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss. If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

April 9, 2024
The Woodsboro Town Council met today at 7:00 PM in the fellowship room of St. John’s UCC with the following members present:
Burgess Barnes, Commissioners Cutshall, Rittelmeyer, Case and Eckenrode.
There were five guests and nine residents in attendance.
Burgess Barnes called the meeting to order and led everyone in the Pledge of Allegiance.
After review of the February 2024 minutes, a motion to accept them as presented passed 4 – 0.
After review of the March 2024 minutes, a motion to accept them as presented passed 4 – 0.
After review of the February 2024 financials, a motion to accept them as presented passed 4 – 0.
After review of the March 2024 financials, a motion to accept them as presented passed 4 – 0.
Under unfinished business, Burgess Barnes updated everyone on the new bathroom that will be built on the East side of the park. He reported that he and the contractor will meet with the architect on Wednesday, April 17th.
Burgess Barnes reported the Easter egg hunt was a great success with over 100 children participating.
Commissioner Rittelmeyer reported on the pond aerator that is not working due to both compressors being bad. He indicated three things could be done. One is do nothing, two is purchase two compressors at $800 a piece and three is purchase a new one at approximately $4,000. Burgess Barnes feels for $2,000 more we should get new. Commissioner Rittelmeyer will get a quote.
Commissioner Case had nothing to report.
Commissioner Eckenrode had nothing to report.
Commissioner Cutshall reported that he is meeting with a street sweeping company to get a quote. Burgess Barnes asked if he could have that quote by the May meeting.
Burgess Barnes reported on the lead pipe project. A report has to be submitted to the State by October 17th. He feels the town will have to hire a company to perform this task. He also reported that the spreadsheet will need to be updated and submitted to the State every year.
Code Enforcement Officer, Donny Strawsburg feels there is a need for a “ride around” of the town with the Council so he knows how they prefer he proceed with taking action.
Burgess Barnes opened discussion on POS monies for FY25. He reported funds are slim this this year and suggested that the town refrain from submitting for funds. After discussion, it was decided to not submit for any POS projects this year. Burgess Barnes suggested that one year the cable fence around the park be replaced with wooden fencing.
Burgess Barnes reported on speaking with the contractor in reference to the town hall and was told a new bid would hopefully be completed by the end of April. Burgess Barnes would like to move May’s meeting up to May 2nd or 9th. A motion to move the May meeting to May 2nd passed 4 – 0.
Burgess Barnes reported Woodsboro Days music festival will be on Saturday, October 19th.
Under New Business, Susan Hauver, Town Administrator and Tom Poss, developer for Arnold Place, the approved townhouse section on N. Second Street was in attendance to discuss the Public Works Agreement. Mr. Potts asked for approval on the cost of $74,394. He indicated that the fee was in line with the Counties fees. A motion to approve the $74,394 passed 4 – 0.
Comments from the Public:
Joe Williams, Gravel Hill Rd, would like to use the stage in the park for a music festival on July 4th. This is the same thing he did in 2023 and he will provide million dollar liability again. Mr. Williams also asked if a pickle ball net could be put on the tennis courts. It was suggested to have one net be tennis and one be pickle ball. Mr. Williams will inquire on installing two pickle ball nets on one court and will pay for one of the nets.
Raj Hernandez, N. Main Street was in attendance to introduce himself as a new resident.
Ken Morgan, Wood Street, voiced concerns on the condition along the curbs on Main Street.
Burgess Barnes reported on a meeting with the President of the Maryland Municipal League. He said they were visiting the town and he took them a tour.
There being no further business, a motion to adjourn the meeting passed 3 – 0.
