Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.

Planning and Zoning

Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.

Woodsboro Planning & Zoning Meetings are held on the first Monday of the month as needed at 6:00 PM at the meeting room behind St. Johns Church, 8. N. Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss.  If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

Town Council Meeting Minutes

Woodsboro, Maryland
September 12, 2023

The Woodsboro Town Council met today at 7:00 PM in the fellowship room of St. John’s UCC with the following members present:

Burgess Barnes, Commissioners Cutshall, Eckenrode, Rittelmeyer and Case.

There were two guests and thirteen residents in attendance.

Burgess Barnes called the meeting to order and led everyone in the Pledge of Allegiance.

After review of the August 2023 minutes, a motion to accept them as presented passed 4 – 0.

After review of the August 2023 financials, a motion to accept them as presented passed 4 – 0.

Under unfinished business, Burgess Barnes discussed possibly having a Workshop meeting on October 23rd at 7:00 PM to review bids for the construction of the new town hall. This will only take place if bids are received by that date.

Burgess Barnes provided brochures for the Music Festival.

Burgess Barnes and Mary spoke on the water meter change out and reported online payments should begin with this next billing cycle. Online payments will only be for water/sewer payments.

Burgess Barnes reported the skatepark is about 20% complete and electric has been run to the East side of the park.

Commissioner Rittelmeyer had nothing to report.

Commissioner Case had nothing to report.

Commissioner Eckenrode had nothing to report.

Commissioner Cutshall reported on crosswalks and speed limit signs. He also opened discussion on a couple manhole covers that may need to be lowered.

Under New Business, Burgess Barnes reported he will be attending the MML Conference.

Under comments from the public, Ken Morgan, Wood Street, reiterated his suggestion of doing what Walkersville is doing and get grant monies to refinish some streets in town. Burgess Barnes informed him that Walkersville did not obtain grant money for the streets project, instead they were using tax money.

Resident Renee Elswick, South Second Street, was in attendance to discuss the meter change out project. She had concerns in reference to the radio frequencies they would be putting out. Mary informed her it is the same meter that has been in the homes since 2008. Ms. Elswick then asked for a frequency number. Mary texted the Ferguson representative who reported the numbers are FCC regulated and they are 9.02-9.28 MHz. Less than a cell phone, microwave, or your television. She was informed it is a cellular reading and they will most likely use the T-Mobile cellular signal.

Resident Carol Tressler, Woodbury Drive, inquired about water restrictions and was informed there aren’t any in place at this time.

Resident Rick Bontz, North Main Street, reported the handrails on the stage spin around when grabbing them and that it is a violation of code. Burgess Barnes will take care of this. Mr. Bontz also reported that a piece of equipment on the playground by pavilion 4 is losing it’s rubber grips. He then inquired why meter shut offs were being painted blue. He was informed it was simply a location marker.

There being no further business, a motion to adjourn the meeting and go into closed session passed 4 – 0.
