Council Meetings

Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.

Planning and Zoning

Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.

Woodsboro Planning & Zoning Meetings are held on the first Monday of the month as needed at 6:00 PM at the meeting room behind St. Johns Church, 8. N. Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss.  If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

Town Council Meeting Minutes

Woodsboro, Maryland
December 12, 2023

The Woodsboro Town Council met today at 7:00 PM in the fellowship room of St. John’s UCC with the following members present:

Burgess Barnes, Commissioners Cutshall, Rittelmeyer and Eckenrode. Absent from the meeting was Commissioner Case.

There were two guests and five residents in attendance.

Burgess Barnes called the meeting to order and led everyone in the Pledge of Allegiance.

After review of the October 2023 minutes, a motion to accept them as presented passed 3 – 0.

After review of the November 2023 minutes, a motion to accept them as presented passed 3 – 0.

After review of the October 2023 financials, a motion to accept them as presented passed 3 – 0.

After review of the November 2023 financials, a motion to accept them as presented passed 3 – 0.

Burgess Barnes opened discussion on the Auditors report from the November meeting and explained the Due to From account for Water and Sewer. After a brief discussion it was decided to eliminate the account. A motion was made and passed 3 – 0.

Commissioner Cutshall opened discussion on a few manhole covers on Main Street. It was decided to do nothing until Burgess Barnes could get with the employees and operator of the town.

Commissioner Eckenrode had nothing to report.

Commissioner Rittelmeyer had nothing to report on water and sewer but he did inquire on a possible beaver dam near Rt. 550. Commissioner Cutshall reported he looked at it, but it is on private property.

Code Enforcement Officer, Donny Strawsburg reported the problem from the previous meeting has been resolved.

Under New Business, Burgess Barnes reported bids came in for the new town hall. They range in price from 1.4 million to 2.1 million. He would like to go into closed session to discuss the bids further.

Under comments from the public, Resident Joel Rensberger, S. Main Street, spoke to the Council on how they could cut costs on the new town hall.

Resident Rick Bontz, N. Main Street, reported the manholes on Main Street are all centered in the lane except for the two in front of his house. He reported the one is 1 ¾” below grade. Burgess Barnes informed him the State guideline is 2 inches. Mr. Bontz also reported how drivers will veer off to the right to avoid the manholes.

Burgess Barnes informed the Council that he would like to review our code on elected officials meeting attendance. He feels if there is not something already spelled out that we need to think about doing so. Commissioner Rittelmeyer questioned whether it is in our code or charter.

There being no further business, a motion to adjourn the meeting passed 3 – 0.
