Council Meetings
Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.
Planning and Zoning
Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.

Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss. If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

Town Council Meeting Minutes
Woodsboro, Maryland
August 8, 2023
The Woodsboro Town Council met today at 7:00 PM in the fellowship room of St. John’s UCC with the following members present:
Burgess Barnes, Commissioners Cutshall, Eckenrode and Case. Absent from the meeting was Commissioner Rittelmeyer.
There was one guest and seven residents in attendance.
Burgess Barnes called the meeting to order and led everyone in the Pledge of Allegiance.
The first order of business was comments from the public.
Brenda Hedges, Wood Street, thanked Commissioner Eckenrode for personally coming to her home to inform her of the pickleball lines being completed. She reported that the netting is not properly attached and needs attention. She also noticed while walking through town that a lot of residents blow their grass clippings into the streets. It was also discussed that the grass growing up between the curb and sidewalks has gotten out of control.
Ken Morgan, Wood Street, concurred with Ms. Hedges in reference to the grass along the streets. He then asked if Woodsboro could obtain grant money to repair streets like the Town of Walkersville did. Burgess Barnes will inquire on this.
After review of the July2023 minutes, a motion to accept them as presented passed 3 – 0.

Under unfinished business, Burgess Barnes opened discussion on the truck and landscape trailer that is parked in the Woodbury sub-division. Commissioner Eckenrode suggested allowing it to be parked there until the end of mowing season. Commissioner Cutshall asked, why have codes if they are going to be modified. Commissioner Case suggested giving him until the end of
August to find a place to park his truck and trailer. After a brief discussion a motion to allow it to be parked there until August 31st passed 3 – 0.
Burgess Barnes gave an update on getting electric and a bathroom on the east side of the park. They are ready to begin with the electric in the very near future. He also reported the skatepark will begin in early September.
Commissioner Case had nothing to report.
Commissioner Eckenrode reported the pickleball lines are completed. He also provided a handout from a neighbor to have a tree trimmed in the park. Burgess Barnes suggested we have our maintenance men look at it first. Burgess Barnes will meet with them to discuss this.
Commissioner Cutshall suggested speed signs be placed on Second Street. He reported there currently are no speed signs on this street. After a brief discussion it was decided to place 4 speed signs along North and South Second Street.
Burgess Barnes informed Commissioner Cutshall that he has been researching speed cameras for the town. He plans to attend the Mayors Conference in October and will be able to obtain more information on them.
Burgess Barnes also reported that by the next meeting in September he hopes an ad will be placed in the paper to solicit bids to build the new town hall. He also reported the Historical Society will not be doing a 5K run this fall, but the music festival will still be on Sunday during Woodsboro Days.
Planning and Zoning Committee member JR Delauter was in attendance and gave an update on the previous Planning and Zoning meeting held on August 2, 2023. He reported nine townhouses were approved for North Second Street and the Committee denied the sub-division of 106 North Second Street.
Burgess Barnes announced Commissioner Eckenrode will preside over the September meeting due to his absence.
There being no further business, a motion to adjourn the meeting passed 3 – 0.
