Town Council Meeting Minutes

Woodsboro, Maryland
January 12, 2016

The Woodsboro Town Council met today at 7:00 PM in the Town Hall with the following members present:

Burgess Smith and Commissioners Rittelmeyer and Piechowski. Absent from the meeting was Commissioners Spruill and Kellar.

There was one guest and five residents in attendance.

Burgess Smith called the meeting to order and led everyone in the Pledge of Allegiance.

There was several residents in attendance with concerns in the town. The first lady had a concern with the speed bump that is placed on N. Second St. She asked that the speed bump not be put back down in the spring and indicated there are not speeders on that road.

A resident was in attendance to express her concerns on the condition of the streets in town. She pointed out several pot holes in need of repair, streets that are aging and a sign that is missing at the South entrance into town. She was informed the sign that is missing was the State Highways sign. Mary will contact the SHA to inquire on getting it replaced.

Two other residents was in attendance to voice their concerns with the new areas in the park being used for disc golf. They felt too much of the park land was being disturbed. Commissioner Piechowski thought too many trees were removed and that no trees were to be removed. A discussion was held on the work that has already been done. Burgess Smith suggested having representatives with the disc golf group attend the January Workshop meeting to discuss the work they have already completed. Mary will contact them. It was also suggested that no parking signs be place at the entrance into the parking lot. It was noted that with the disc golf players and the soccer league the parking lot fills up and people are parking on the entrance which makes coming in and out difficult. Mary will have the maintenance men install no parking signs.

Mr. Andrew Brown was in attendance with John Trout to discuss the potential development at the south end of town. A discussion was held on concerns with the MOU the developer provided.

Burgess Smith reported on a meeting he had with town attorney John Clapp. One issue in the MOU was with providing the town with a well. Mr. Brown opened discussion on whether the well had to be on the mentioned property or could it be at another location in town. It was decided that Burgess Smith have Mr. Clapp provide his revisions on the MOU to the Council by the January Workshop meeting in order for the developer to have a finalized MOU to the Council in February. A vote could then be taken on it at a March meeting.

There being no further business, a motion to adjourn was passed 2 – 0.

Respectfully submitted,
Mary E. Rice
