Town Workshop Meeting Minutes

Woodsboro, Maryland
November 30, 2015

The regular scheduled Workshop Meeting of the Woodsboro Town Council was held today at the Town Hall with the following members present:

Burgess Smith, Commissioners Rittelmeyer, Spruill and Piechowski. Arriving late was Commissioner Kellar.

There was one resident in attendance.

Burgess Smith called the meeting to order and led everyone in the Pledge of Allegiance.

After review of the October 2015 minutes, a motion to accept them as presented was passed 3 – 0.

The first line of business was discussion on the MOU for the Trout property. Commissioner Piechowski had concerns with using an MOU. A lengthy discussion was held on using an MOU vs. a contract. A lengthy discussion was also held on the contents of the MOU and the town attorney’s comments. Burgess Smith will contact the town attorney to discuss it further with him.

It was decided not to have a December meeting due to lack of quorum.

Burgess Smith opened discussion on purchasing new banners for Main Street. It was decided to order twelve new non-seasonal banners and the hardware needed and to not purchase new Holiday banners.

Burgess Smith opened discussion on a request he received from a gentleman who lives outside town limits. This gentleman would like for the town to provide paperwork on the old Lehigh Quarry, also outside of town limits. All agreed it is not the town’s responsibility and that he should contact the County.

Commissioner Spruill reported on a complaint he received about the lack of street lighting in town. Burgess Smith feels it is Potomac Edison responsibility to provide additional lighting.

Commissioner Rittelmeyer reported receiving 2 of the 3 approvals for grant funded projects in the park.

There being no further business, a motion to adjourn the meeting passed 4 – 0.

Respectfully submitted,
Mary E. Rice
