Council Meetings are held on the second Tuesday of every month at the meeting room behind St. Johns Church, 8. N. Second St. These public meetings start at 7:00 PM. The public is encouraged to attend. Please contact the Town Office at least two (2) weeks prior to a Council Meeting if you would like to get a topic on the agenda.

Planning and Zoning

Regularly scheduled Woodsboro Planning & Zoning Meetings are held on the first Monday each month at the meeting room behind St. Johns Church, 8. N. Second St. The public is welcome to attend these meetings, which start at 6:00 PM.

Woodsboro Planning & Zoning Meetings are held on the first Monday of the month as needed at 6:00 PM at the meeting room behind St. Johns Church, 8. N. Second St. Please contact the town office to be added to the agenda one (1) month prior to the meeting if you have business to discuss.  If there are no topics brought forth to be placed on the agenda 1 month before this meeting, the committee will not meet that month.

Town Council Meeting Minutes

Woodsboro, Maryland
August 12, 2014

The Woodsboro Town Council met today at 7:00 PM in the Town Hall with the following members present:

Burgess Smith and Commissioners Trimmer, Rittelmeyer, Spruill and Kellar.

Burgess Smith called the meeting to order and led everyone in the Pledge of Allegiance.

There was one guest in attendance.

After review of the July 2014 minutes a motion to accept them with one correction was passed 4 – 0.

After review of the July 2014 financials a motion to accept them as presented passed 4 – 0.

The first line of business was review of proposals Commissioner Rittelmeyer received for the new playground in the park. Commissioner Rittelmeyer provided five proposals and announced the Town is close to being awarded the grant funds. Proposals received was from, Recreation Resource, Playground Specialist, Inc, Metro Recreation, Commercial Recreation Products and Cunningham Recreation, Inc. A discussion on all proposals was held. A motion was made to award the project to Playground Specialist. Motion passed 4 – 0. Commissioner Rittelmeyer will schedule a meeting with Playground Specialist to discuss a color scheme for the new playground.

Commissioner Spruill had concerns with the tall grass and weeds growing along Rt. 194. A brief discussion was held.

Commissioner Spruill opened discussion on the children in town out after the curfew. It was suggested to put a note on the water bills next year and to contact the Sheriff’s Department for additional appearances around 10:00 PM.

Burgess Smith reported on a meeting he had with the County in reference to the streets in town. The County suggested the town do crack sealing on all streets immediately. A motion to do this was passed 4 – 0. Upon completion of crack sealing the County will help the town with a maintenance schedule.

Burgess Smith reported on drain pipes in town being cleaned. He reported 20 ton of debris being cleaned out and two areas of drain pipe need replaced. A discussion was held and it was decided that Burgess Smith would prepare an RFP to solicit for bids.

Commissioner Spruill opened discussion on the sidewalks in town. He would like to have a notice go out with the water bills indicating the sidewalks are homeowner’s responsibility.

Burgess Smith reported he is working on an ad to hire a Code Enforcement Officer.

Commissioner Kellar had nothing to report.

Commissioner Trimmer inquired on how long a new employee needs to be employed before an increase in pay. Burgess Smith reported six months but would like to increase the new employees pay immediately. The Council all agreed and a motion to increase the hourly rate by $1 an hour was passed 4 – 0.

Commissioner Trimmer inquired on whether or not the tour of the latest facility being considered for a new Town Hall was discussed at the previous meeting that he missed. He was informed it was not. Council members expressed their concerns with the building and it was decided not to pursue it. A brief discussion on other options was then held.

Commissioner Trimmer provided a handout of things he feels should be on a five year plan. A discussion on them was held. Burgess Smith will research these items and report back.

There being no further business, a motion to adjourn and go into closed session was passed 3 – 0.
