Town Council Meeting Minutes

Woodsboro, Maryland
January 28, 2013

The regular scheduled Workshop Meeting of the Woodsboro Town Council was held on Monday, January 28, 2013 at the Town Hall with the following members present:

Burgess Smith, Commissioners Brakebill and Rittelmeyer. Absent from the meeting was Commissioners Trimmer and Spruill.

There was one guest in attendance.

Burgess Smith opened discussion on inspection reports for the storm water management pond in Copper Oaks Ct. and the fishing pond in the park. He reported both areas failed inspection. After discussion it was decided that the maintenance men bring the two areas into compliance and call the County for re-inspection.

Cherie Edwards, Baseball Commissioner with the WNMRC was in attendance to discuss an 11U All-Star State Tournament. The Rec Council would like to hold part of the tournament in the Woodsboro Park and use both baseball fields over a weekend and a few week nights. It was decided to allow the Rec Council to use both fields and pavilion 3. The Rec Council will pay a $125 deposit refundable if the playing area and pavilion 3 areas are cleaned up and free of trash at the end of the tournament. Ms. Edwards also reported Field Maintenance Day is March 23rd, Opening Day is April 6th and Pitch, Hit and Run is April 28th.

Commissioner Brakebill had nothing to report.

Commissioner Rittelmeyer reiterated the POS projects in the park. He also reported speaking with Mr. Dave Martin of Martin’s Welding in reference to repairing the post at pavilions two and three. It was decided that footers be poured for the post being repaired. Because Mr. Martin does not do footers, it was decided that Burgess Smith contact Mr. Bob Shoemaker to inquire on doing the work. It was also decided to have Mr. Shoemaker look at pavilion one and determine if footers could be done.

Commissioner Rittelmeyer reported on an email received from a resident in Copper Oaks inquiring on placing a Free Library in the park.

Burgess Smith provided and reviewed the budget to actual report and asked Council members to begin thinking of items for FY14 Budget.

Burgess Smith reported on speaking with Mr. Glenn Eaves, Sr. in reference to the Letter of Credit stating installation of sidewalk and curb for his property on Elizabeth Street. It was decided that he could provide the town with a certified check every six months instead of the Letter of Credit.

Commissioner Brakebill reminded the Council that the Comp Plan is to be updated every five years and is up for revisions. Burgess Smith suggested sending a letter out to all Planning and Zoning members to invite them to a meeting to discuss vacancies and future meetings.

Respectfully submitted,
Mary E. Rice
